Strategic Direction

Following the completion of the work of the first Advisory Committee, the initiative shifts the discussion from a general reference to ESG to a more specific and operational framework. At its core is the search for realistic, gradual and financeable solutions that respond to the actual needs of the Greek maritime ecosystem.

Coastal shipping and short sea shipping constitute an appropriate field of application, as they combine high social value, increasing environmental pressure, the need for technological upgrading and the potential for pilot applications within Greece, with direct and measurable impact.

The Role of the Maritime Hub

The Maritime Hub is designed as a platform with four complementary functions:

Knowledge & Policy Hub

Mapping regulatory developments, ESG requirements, technological trends and financing tools, with a focus on coastal shipping, short sea shipping and port infrastructure.

Technology & Innovation Hub

Identifying, assessing and promoting applicable solutions in the fields of electrification, hybrid systems, energy efficiency, digitalisation and new technologies.

Project & Pilot Incubator

Supporting the maturation of specific projects and pilot applications on vessels, in ports and in shipyards, with clear performance indicators and scalability potential.

Dialogue & Alignment Platform

Structured dialogue among shipping companies, ports, universities, research institutions, public authorities, technology providers and financiers, with the aim of building convergence around applicable priorities.

Areas of Intervention

The initiative is organised around four main areas of intervention:

Vessels and Fleet

Retrofitting, new vessel types, energy efficiency, alternative fuels, hybrid systems and low- or zero-emission solutions.

Ports and Infrastructure

Onshore power supply, fuel infrastructure, ship–port interoperability and the adaptation of port facilities to the needs of the green transition.

Financing and Investment Models

Preparation of investable projects, use of blended finance tools, ESG-linked financing and institutional partnerships to support mature interventions.

People and Skills

Development of new specialisations, strengthening of human capital, training, acceptance of the transition and connection of technological change with the actual needs of professionals in the sector.

The Added Value of Komvos

Komvos acts as an institutional intermediary and accelerator of partnerships. It connects people, organisations, universities, businesses, institutional actors and financiers with the aim of creating applicable solutions.

Komvos’ neutral position allows it to establish a space for dialogue and cooperation, where knowledge, technology and market needs can meet in practical terms.

The initiative is supported by the Maritime Advisory Committee, professional coordination and a clear allocation of roles. The development of financing tools and potential investment structures is approached as a next phase of maturation, based on specific projects, partnerships and results.

Next Steps

In the first phase of development of the initiative, Komvos is moving forward with:

the establishment of the Maritime Hub;

the selection of thematic priorities for coastal shipping and short sea shipping;

the identification of pilot projects with potential application on vessels, in ports and in infrastructure;

the connection with institutional, research, technology and financing partners;

the formation of a cooperation framework capable of producing measurable results for Greek shipping.

From Strategy to Pilot Application

The green transition of the maritime sector requires coordination, expertise, financing and practical applications. Greece has a strong maritime ecosystem, a distinctive geography, an extensive island territory, academic knowledge and business experience that can be used in combination.

Through the Maritime initiative, Komvos seeks to contribute to the creation of a functional mechanism that brings strategy, technology, financing and implementation closer together.
