Loukas Tsoukalis was born in Athens. He studied Economics and International Relations at the University of Manchester, the College of Europe in Bruges, and the University of Oxford, where he obtained his PhD and taught for many years. He was appointed Professor of European Organization at the University of Athens in 1990. Later, he became a Professor at the European Institute of the London School of Economics, holding the first chair of Eleftherios Venizelos. In 2016, he was a visiting professor at Harvard University (Kennedy School) and has been a visiting professor at the College of Europe for many years. He has also served as an advisor to former Presidents of the European Commission and the European Council.

He is currently a professor at the Paris School of International Affairs (Sciences Po) and an Emeritus Professor at the National and Kapodistrian University of Athens. He is also the Chairman of the Board of Directors of the Hellenic Foundation for European and Foreign Policy (ELIAMEP).

He is the author of several books published by Oxford University Press, which have been translated into many languages. His most recent book, Europe’s Coming of Age, was published by Polity Press in October 2022 and will subsequently be published in Greek and other languages.

He has been honored with the Knight Commander of the Order of the Phoenix by the President of the Hellenic Republic, the Legion of Honour by the President of the French Republic for his contribution to European integration, the Grand Cross of the Order of Civil Merit by the King of Spain, as well as with several academic distinctions.
