Vasileios Skouris studied law at the Free University of Berlin. He obtained his doctoral degree and served as a lecturer in constitutional and administrative law at the University of Hamburg. He has served as a Professor of Administrative Law at the Democritus University of Thrace and as a Professor of Public Law at the University of Bielefeld.

He was appointed as a professor and is now an emeritus professor at the Faculty of Law at Aristotle University of Thessaloniki. Vasileios Skouris became a judge at the European Court of Justice in 1999, and from 2003 to 2015, he served as its President. He is the President of the Board of Directors of the Center for International and European Economic Law (CIEEL) in Thessaloniki. Since May 2017, Vasileios Skouris has been the president of the FIFA Ethics Committee.

He has published monographs and numerous academic studies in Greek, German, French, and English.
